Government

Government

Partners in national infrastructure. Operators by design.

India is building at a scale and ambition that few nations have attempted. Fluxion is here to be part of that build — bringing private operational capability, institutional discipline, and long-horizon capital to the infrastructure that the country’s next century depends on.

We engage with government counterparties as genuine partners, not as contractors seeking fee income or developers seeking exit multiples. Our alignment is structural: the frameworks we operate within tie our returns directly to the performance of the assets we manage. When the port moves more cargo, when the corridor runs faster, when the facility serves more of the economy — we do better. That is the only model we accept.
Fluxion pursues government infrastructure engagement across three primary structures:

Design, Build, Finance, Operate and Transfer (DBFOT)

DBFOT concessions represent our highest-commitment mode of government engagement. Under this structure, Fluxion assumes responsibility for the full lifecycle of an infrastructure asset — from capital investment and construction through operational management and eventual transfer back to the government authority. We bring the capital, we build the systems, we operate the facility, and we are accountable for every tonne moved and every rupee of throughput generated over the concession period.

Joint Venture (JV)

Where government authorities seek a co-investment and co-operation structure rather than a full private concession, Fluxion enters as a JV partner with equity skin in the game and operational management responsibility. JV structures allow us to bring private sector execution discipline into government-owned assets without requiring full divestiture of public interest. We have the institutional capability to work within the governance frameworks these structures require, and we treat our JV partners — whether port trusts, state industrial development corporations, or central PSUs — as long-term relationships, not transactional counterparties.

In the mining and minerals sector, the MDO structure enables Fluxion to develop and operate mine assets on behalf of government concession holders — deploying our extraction operations capability, logistics infrastructure, and production management systems while the underlying mineral rights remain with the public authority. This model reflects our conviction that India’s mineral wealth should be extracted with the operational rigor and environmental accountability that only institutionally managed operations can deliver.
Across all three structures, our approach is the same: align incentives completely, take operational responsibility seriously, and build assets that serve the nation’s infrastructure agenda for generations, not quarters.
